The Ministry of Environment is seeking qualified and experienced individuals for the permanent position of Legal Officer (Executive Officer Grade) in the state service.
1. Basic Qualifications
- Candidates must possess the following mandatory qualifications:
Must be sworn in as an Attorney-at-Law of the Supreme Court of Sri Lanka.
- Experience (Must meet one of the following criteria):
A minimum of three (03) years of active professional experience as an Attorney-at-Law after being sworn in.
- OR Not less than three (03) years of experience in a legal position within a state institution after being sworn in as an Attorney-at-Law, with experience in tasks related to court cases, coordination with the Attorney General’s Department, contractual legal matters, and legal matters concerning relevant statutes.
2. Additional/Preferential Qualifications (Merit Criteria)
The following qualifications will be considered for merit in the suitability assessment interview:
Additional Educational Qualifications: Possession of a Post-Graduate Degree in Law or a Post-Graduate Diploma in Law recognized by the University Grants Commission (UGC), or a Post-Graduate Law Diploma from the Institute of Advanced Legal Studies of Sri Lanka Law College
- Additional Professional Experience (Maximum 35 marks): Experience in preparing documents related to cases and presenting arguments in open court, including experience in the Supreme Court, Court of Appeal, High Courts, District Courts, and Tribunals.
- Language Ability (English): Qualifications such as an English language degree recognized by the UGC, a diploma in English, an Advanced Level credit pass in English (Local or London), or high scores in English proficiency tests like IELTS (6.5 or above) or TOEFL (IBT 79 or above). Experience in recognized national or international Moot court competitions is also considered
- Information Technology / IT Law Knowledge: Possession of a degree where IT or Computer Science was a main subject, or a diploma in Information and Communication Technology Law or Computer Science/IT from a recognized institution
3. General Conditions of Service
- The appointment is subject to a three (03) year probationary period.
- The appointed officer must pass the first Efficiency Bar Examination within three years of recruitment, as per the recruitment procedure.
- The officer must obtain proficiency in the other official language(s) as per the provisions of Public Administration Circular No. 18/2020 dated 2020.10.16.
- The appointment is subject to the Procedural Rules of the Public Service Commission, the Institutional Code of the Democratic Socialist Republic of Sri Lanka, Government Financial Regulations, and other departmental orders.
- The medium of language requested in the application cannot be changed later.
- Candidates must be physically suitable to serve anywhere in the island.
- Candidates selected for the suitability assessment interview must present all original certificates and copies certified by the applicant.

Final decisions regarding filling, not filling, or partially filling the vacancies are vested with the Public Service Commission. The Sinhala text of the Gazette notice shall prevail in the event of any inconsistency or conflict between the Sinhala, Tamil, and English texts.
